Josh Mandel has had an inauspicious start in his second run for U.S. Senate.

Only last week, his own Republican party leadership added an amendment to the state budget to restrain his advertising budget and prevent him from again spending taxpayer dollars on self-promoting commercials: He’d slipped almost $2 million in 2016 commercial buys under the radar by paying in installments below the $50,000 limit that triggered Controlling Board approval.

Now, accused of showboating, he pleads a leaky memory.
